It is not built in, and as explained a few times (search the forum, most recently: Automating effect volume/mix without changing the midi instrument volume - #22 by x42) it is unlikely a feature to be added unconditionally to every plugin.
In the vast majority of cases dry/wet will just introduce audible artifacts (e.g. comb filter effects or phasing issues). In cases where dry/wet makes sense, a given plugin very likely has this feature built-in. No need for the host to provide it.

That being said, you can achieve this in Ardour in various ways. You could use an aux-send to a bus before the effect for the dry signal, … Perhaps easiest using “ACE Cross Fade” (plugin comes with Ardour) and pin connections. Bypass the dry signal around the plugin, and then sum it using a cross-fade.
