Reporting bugs throw error message

I am consistently getting this message, even after logging out of mantis and waiting till next morning with trying to submit a bug report:

APPLICATION ERROR #27

You have reached the allowed activity limit of 10 events within the last 3600 seconds; your action has been blocked to avoid spam, please try again later.
Please use the “Back” button in your web browser to return to the previous page. There you can correct whatever problems were identified in this error or select another action. You can also click an option from the menu bar to go directly to a new section.

Because of this I accidentally created two almost identical bug reports, sorry about that. Anyone got an idea what I’m doing wrong?

You’re not doing anything wrong. It’s a bug in Mantis (the bug tracker itself) that is widely reported online by many projects that use Mantis, but remains unfixed after more than 12 years.
