Is it possible to rename and/or move a Marker during recording, now when hitting the “Tab” key a Marker (mark…) will be added or is it only possible to rename/move the Marker when the recording stopped.

You can enable Preferences > Transport > Prompt for new marker names.
That way after pressing <Tab> you can enter a name.
but no items on the timeline can be moved or renamed while recording.
