Ardour-9.0.rc7-x86_64.
The bottom panel is disabled, but when you select an audio region (not a MIDI one) it gets activated. The button on the toolbar stays deactivated.
It works correctly in rc5.

Yes, this relates to some changes Paul made a day or so ago.
I’d imagine he’ll fix this soon-ish.
