Plug-in that shifts timing of audio file

Is there a Linux plugin that allows me to adjust the timing of a audio file via plugin, like being able to shift the timing

Ardour’s ACE-delay is a musical delay that repeats and filters the signal like an echo/reverb effect unit.

Are you sure you need a plugin? Any reason you can’t just nudge the audio track?
