Is there a Linux plugin that allows me to adjust the timing of a audio file via plugin, like being able to shift the timing

https://x42-plugins.com/x42/x42-nodelay comes with “Micro Delay Line” that can act as delay or artificial latency. It comes with x42-plugins on most GNU/Linux distros.

Ardour’s ACE-delay is a musical delay that repeats and filters the signal like an echo/reverb effect unit.

Are you sure you need a plugin? Any reason you can’t just nudge the audio track?
