MIDI import track-channel

When I import a MIDI file with say, 3 channels populated, the track-per-channel option creates 16 channels, and the track-per-file one creates only one. Am I missing some obvious option or trick that will not create empty channels when I import a file? TIA.

This is with Ardour 9.7 on AV Linux.
