Is the M-Audio Oxygen 49 (3rd generation) still a reasonable choice as a USB MIDI controller for use with Ardour with windos 11 (especially considering the price) or would you recommend a small, good quality keyboard that’s not too expensive with lots of knobs/faders that’s better suited for live playing or VST automation?

If the Oxygen 49 has all the controllers you need, then yes, it will work fine. I have a Rev2 (I think) that I frequently use with slightly modified transport controls (I added an undo button via the far left transport button). This way, I can completely record punch-ins from the O49 and if I screw up, I hit stop, undo and record again. Works great!
I don’t use Windows but it should not differ at all since this is all handled via Ardour and not the OS.
