in an audio/MIDI project I have many mutated and hidden tracks. I don’t delete them because they could be useful. In order to save computational effort, is it convenient to deselect “Active” in each of these tracks? And/or does deactivating all their plugins (turning off the green light) help?

Nope. It isn’t quite as simple as that as bypassing the plugin is generally internal to the plugin what it still does, ideally it should save compute cycles, but not always, sometimes the plugin still processes but doesn’t pass it through.
Deactivating as you mentioned first is the safer way to ensure you save compute cycles.
