is there a plugin so that when I play (and record) MIDI notes with my keyboard, it assign each note a random pan value?
If it can’t be done in realtime, it might as well be ran on the already recorded track.

@atux AFAIUI, panning is a property of the track, not of any audio region or midi region / note which happens to be seated on the track. I suppose on might be able to write LUA plugin which would sit “above” the instrument plugin in your track, and change the track’s panning on the fly as each note passes by.
Such an effect seems like it might be useful in a particularly fiendish interrogation chamber, along with sleep deprivation, etc.
Perhaps look to the synth, and not the the DAW.
