So Ardour would have to allocate a rt-safe ringbuffer of at least 16MB per track. At 48k, float that would correspond to around 1½ minutes of audio.

I guess this would make playhead repositioning laggy especially if there were lots of tracks 40+

Yes.

It consumes a lot of memory, and also makes seeking less responsive since more data needs to be read from disk.

e.g. reading 1MB at 138 MB/sec is faster than 8MB at 190 MB/sec for every locate request.

Later, when playing, the buffers are re-filled continuously in the background. That does not affect responsiveness.
