Is the one dollar payment only for a one time download.
I am not sure if I downloaded the 32 or 64 bit version so I am trying to download it again, but the site tells me there is no record of me paying.

Try: https://community.ardour.org/download_revisit. You should be able to get the same version again without additional payment.
