I did that in 2012, but the plugin still works like that. If I understood correctly the flaw can’t be fixed without sacrificing low latency.
Regarding vlc, i found just an old topic on the official forum (they talk about distortion issues with 16 bit, 44.1 kHz wav files with an old version of vlc) https://forum.videolan.org/viewtopic.php?t=108335&start=20
fwiw, I experienced the same 16/44.1k issue with VLC, in my case on Fedora. I am a long time VLC user but of late have been seeing a variety of problems with it, mostly with video - but a few with audio playback and user interface as well.
