Short answer, correct. There is no real difference between a mono audio file played or a ‘stereo’ audio file played that are identical information on both channels.
There is a more complex answer depending on the playback system involved, pan laws, etc. but short answer is the result is the same.

That is an important point. It would be good for the original poster to explain the end goal. The original question was stated as how to create mono regions, but later was phrased as how to simulate a mono system playing a stereo track. You can certainly simulate a mono playback by creating a single channel region, but that seems like taking the long way around, creating a mono region is not the most straightforward way to achieve that.
